South Korea Ministry of Environment announce draft revision of the Act on Resource Circulation of Electrical and Electronic Equipment and Vehicles.

1. Addition of Electrical and Electronic Equipment exemptions subject to restriction on the use of harmful substances (Article 8)

- National security or military equipment, large fixed industrial equipment, large fixed facilities and medical devices.

2. Addition of Electrical and Electronic Equipment exemptions subject to collect, transfer, recycle and recycling obligation on electric and electronic product (Article 14, Article 15-3)

3. Relaxation of bookkeeping requirements (Article 32)

4. Reimbursement of Charges and supplementation according to the establishment of new regulations on the use of recycled materials (Article 33, Article 34, Article 35)

5. Expansion of Electrical and Electronic Equipment subject to the restriction of use of harmful substances (Appendix 1)

- 23 kinds of Electrical and Electronic Equipment such as vending machines, etc.

6. Addition of 4 kinds of hazardous substances for the Restriction on the use of Electrical and Electronic Equipment (Annex 1, item 2)

- Bis(2-ethylhexyl) phthalate (DEHP), Benzyl butyl phthalate (BBP) Dibutyl phthalate (DBP) and Diisobutyl phthalate (DIBP)

7. Revision of the Exemption criteria in accordance with international environmental standards for hazardous substances in electric and electronic products and vehicles (Annex 2).

8. Expansion of subject to collection and recycling obligations on Electrical and Electronic Equipment (Annex 3)

- Dehumidifiers, etc.

9. Adjustment of standard cost according to expansion of the Recycling and recycling items.

10. Establishment of regulations on recycling methods and standards of waste batteries for electric vehicles (Appendix 7)

11. Dividing the amount of penalty according to the number of violations of the company that violated the criteria for the use of hazardous materials
