On December 12, 2019, Government of India Ministry of Commerce & Industry Department of Commerce Directorate General of Foreign Trade published a Notification No. 33/2015-2020 to amends the Policy Condition No.2 (iii) to Chapter 95 of Indian Trade Classification (Harmonised System) [ITC(HS)], 2017 - Schedule -1 (Import Policy), as under:
Also, A new paragraph is added to Section 2 (Indian Quality Standards) to the General Notes Regarding Import Policy of ITC(HS), 2017 as under: “2.(D) Import policy for Toys/Dolls etc: Import policy for Toys /Dolls and similar other recreational goods under any chapter will be governed by BIS standards as specified in Policy Conditions 2 of Chapter 95.”
According to the revised Policy:
The requirement to test toys at laboratories accredited by the India’s National Accreditation Board for Testing and Calibration Laboratories (NABL) has been removed.
Toy samples from each consignment arriving in India will be randomly tested by NABL-accredited laboratories. If the samples fail to meet the toy standards, the consignment will be sent back or destroyed at the cost of the importer.
Other toys, dolls and similar recreational goods under any chapter of the Import Policy shall also be governed by the BIS toy standards (see Note).
The notification is effective immediately.
